I bought this radiator and the overflow ( ROFT14) with it. Is the cap vented? The label says 16lb, so I assume it is a non vented one, right? I order to use the overflow I would need a vented ( also called closed)cap. Which part would fit?

No, it most likely won't - it's meant for late model 5.0L engines.

My water pump bottom connection is on the passenger side. Can I get this radiator with the bottom inlet on the passenger side?
No, this radiator is only sold as pictured. If you wanted the bottom inlet on the passenger side, you'd have to seek another radiator.
