My son ordered this product for his 86 mustang. When installed how will the lens light up red or yellow?

That depends on what color bulb you'd use. If you use red, it'll light up red. Amber lights up amber.

If these rear tail light lens are installed on my 1985 mustang what brake light bulb will be needed. I was thinking of changing to lED bulbs also. Thanks

You can use whatever bulbs you'd like - incandescent or LED.

Is the plastic dyed or is it just "painted" black on either the inside or outside?

It's smoked plastic - it's a tinting added to the plastic, not painted or dyed.

Would replacing the stock bulbs with LED's make this bright enough that people can see what you are doing? Last thing I want is for someone to hit me!!

Red/amber LEDs certainly wouldn't hurt. Whether it's bright enough or not is really dependent on your opinion as to what's bright enough for you to feel safe.
