The old pully came a part into 2 pieces the bolt was removed on the part remaining but the pully doesn't seem to want to come off. Does this have more bolts or is It pressed on just difficult to remove? It seems to bolt directly to the crank shaft yes?
I'd recommend using a pulley removal tool, over time they can tend to get rather seized up on there. You could also try soaking it in penetrating oil over night and then maybe using some heat on it before you attempt to pull it off.

Do you just bolt this using the existing Crank Bolt or do you bolt onto the existing pulley as well?
You bolt it to the existing pulley.

This pulley fits on a 289 engine?
No, it's for straight sixes only (the 170 or 200).
