I lowered my 2008 Shelby GT500 with springs from Ford Racing and it made the ride a lot rougher. Someone on Facebook said the dampening needed to be adjusted as well, wouldn't that require different struts and shocks?

Yes, you could go with new strut mounts and new shocks and struts from Ford Performance.

Will I need to install the adjustable panhard bar after I put the  pro kit spring kit

It doesn't matter, just adjust the bar after the springs are installed.
